A tier is a mechanism, not a discount band. What it changes is the set of things a workspace may grant: which provider instances it can reach, which classes of knowledge it can load, and which execution rights it can hand to a role or an agent. Every one of those is explicit and readable in the workspace — never hidden in fine print.

What does not change with the tier

The four gates. Every plan answers only from retrieved sources, cites what it used, escalates what the sources do not cover, and routes a decision to the authority that owns it — and every plan writes the same audit record. Governance is not a paid upgrade.
